1. Melt the 2 packages of butter in a medium saucepan over medium heat.
2. Whisk in the 3 tablespoons of all-purpose flour and cook for 1-2 minutes, stirring constantly, until the mixture is smooth and bubbly.
3. Gradually whisk in the 1/2 cup of lager beer and 1 cup of whole milk, stirring constantly until the mixture thickens and comes to a simmer.
